Understanding The TPO Process

Tree Preservation Orders (TPO) are issued by local planning authorities (LPA) in England to protect trees, groups of trees, or woodlands. A TPO prohibits cutting down, topping, lopping, uprooting, or damaging a tree without written permission from the planning authority.

Breaching a TPO can result in court action and fines. You may apply for permission to perform reasonable work on a tree, but you must provide valid reasons. The LPA’s tree officer typically assesses these applications.

We understand the process can be frustrating. Most tree officers are passionate about trees and the environment. In the English planning system, trees can be a contentious issue. What seems reasonable to you, such as leaf drop, light blockage, or potential hazards, may not be viewed favourably by a tree officer.

Their role is to protect trees, and they often face complaints or harassment for doing their job. After years of handling unreasonable requests, tree officers may default to “no” unless you can prove a tree is unsafe, which can be challenging.
